Alexander Thackeray

Mr. Thackeray is an economist and data analyst with an extensive background in econometrics. His work at Econometrica encompasses a wide range of projects for Federal agencies, primarily for the U.S. Departments of Housing and Urban Development (HUD), Transportation, and Health and Human Services. 

Mr. Thackeray’s noteworthy accomplishments include: (1) research for HUD to develop a Community Needs Index, in which he compiled, cleansed, and weighted data from 12 databases to create a base dataset, from which indicators were derived; (2) conducting an impact analysis of the Maritime Security Program for the U.S. Maritime Administration, where he analyzed data on the U.S. flag fleet, global maritime trends, maritime labor, and assisted with an organizational assessment; and (3) validating the U.S. Office of Management and Budget’s Credit Subsidy Calculator by conducting regression, security, and validation testing of new functionality.  Mr. Thackeray has also assisted with regulatory analyses for the Federal Motor Carrier Safety Administration, Immigration and Customs Enforcement, and the Pipeline and Hazardous Materials Safety Administration. During Econometrica’s recent provision of technical assistance to the Housing Authority of New Orleans, Mr. Thackeray provided vital research and documentation.

For the Centers for Medicare and Medicaid Services (CMS), Mr. Thackeray is presently analyzing data collected by Recovery Audit Contractors (RACs) during a Demonstration Project (2005–2008) and the resulting RAC Permanent Program.  This effort includes quarterly performance reporting, preparation of an annual report to the U.S. Congress, sampling support for validation of RAC findings, and development of an intuitive data tool.  For HUD, he is evaluating the Section 108 Loan Guarantee program, an effort deriving from a recent Performance Assessment Rating Tool (PART) review, that includes research design, a review of application files, a survey of recipients, and select followup site visits. Mr. Thackeray has experience working with large government datasets, including those derived from the Home Mortgage Disclosure Act, Decennial and Economic Censuses, the American Community Survey, and the Motor Carrier Management Information System. As a former teacher, Mr. Thackeray has the ability to explain complex processes and impart knowledge to a diverse audience. He is proficient with statistical software; Microsoft Office Suite, including Project; and Web programming languages.

Mr. Thackeray is the co-author of "32 Years of Housing Data," a report prepared for HUD that portrays changes in American housing and households, using the 1973–2005 American Housing Surveys.  He also supported the HUD publication, "Research to Develop a Community Needs Index."  Mr. Thackeray received a B.A. in Mathematics and Economics from Denison University and an M.A. in Economics (concentration in econometrics) from the University of Maryland.
