Carol Shapiro Star

Carol Shapiro Star has over 20 years of experience in research, evaluation, program delivery, and oversight. She has extensive national and local government experience in housing and community development policy, mortgage finance, capital infrastructure renewal, and inner-city revitalization and has worked extensively with nonprofit corporations to produce housing. Ms. Star also managed a large-city, public Housing Finance Corporation and was responsible for mortgage revenue bond programs for the production and rehabilitation of single and multifamily housing. She has also managed and participated in data collections, policy analyses, and the production of guidebooks and other publishable reports. Ms. Star is currently providing analytic support to several projects, including the development of a flat rent model for public housing, case studies of HUD's Rental Integrity Monitoring program, a comparative analysis of public housing and Section 8 costs, and others. Ms. Star received a B.A. degree in American History and Urban Studies from Brooklyn College in 1974, and a Master of City Planning degree from the University of Pennsylvania in 1976.
