Rice, Jr.Mr. Rice has more than 35 years of professional experience designing, organizing, and directing national, population-based surveys. He has provided statistical consultation services to the the U.S. Food and Drug Administration, the National Institutes for Health, other Federal agencies, and private research organizations. He has designed and implemented automated data-collection methods (such as computer-assisted personal or telephone interviewing), health surveillance data systems, and cognitive testing. Through Econometrica, Mr. Rice helped the U.S. Department of Veterans Affairs collect data from 16 medical centers about the treatment and rehabilitation of veterans with spinal cord injuries or disorders. Through his work with the "Healthy Community 2000/2010: Model Standards," a Centers for Disease Control (CDC) initiative, he provided planning and tracking support to local health service officers. Prior to his employment with the National Center for Health Statistics at the CDC, Mr. Rice worked at the U.S. Census Bureau, where he supervised a staff of 68 in collecting data for Census-based research. In addition to studying graduate-level health policy and management at Harvard University, Mr. Rice received a B.A. degree in Economics from Howard University.
