Warren J. Prunella, Vice President

Mr. Prunella is former Chief Economist at the U.S. Consumer Product Safety Commission (CPSC) and has over 30 years' experience conducting regulatory analyses. As Chief Economist he managed and directed the agency's regulatory analysis program, including conducting cost-benefit analyses and assembling information to assist the decision-making process. He was the final authority on all economic matters at CPSC. While at CPSC, Mr. Prunella prepared or directed hundreds of market profiles and regulatory and cost-benefit analyses to support agency rulemaking activities.

He has experience in rulemaking activities from the earliest stages of preparing Advanced Notices of Proposed Rulemaking through the Final Rule promulgation process, including preparing the mandated preliminary and final regulatory analyses, analyzing comments at the various rulemaking stages, preparing the regulatory flexibility findings, and preparing the required environmental assessments. He developed the cost-benefit methodologies in effect at CPSC, and was the agency's representative to the Regulatory Working Group. This group worked with staff members from the President's Council of Economic Advisers, the Office of Management and Budget, and other agencies addressing issues related to cost-benefit analysis and risk assessment procedures.

More recently for Econometrica, Mr. Prunella has led efforts in developing regulatory analyses on behalf of the U.S. Department of Transportation's Federal Motor Carrier Safety Administration, the U.S. Department of Labor's Occupational, Safety and Health Administration and Employment Standards Administration, and the Private Sector Office of the Department of Homeland Security. Mr. Prunella completed all course work for the Ph.D. and holds an M.A. in Economics from Northwestern University.
