Prunella, Vice PresidentMr. Prunella, a former Senior Executive and Chief Economist at the U.S. Consumer Product Safety Commission (CPSC), has more than 30 years of experience conducting regulatory and economic impact analyses. In 2003, The Washington Post described him as “a pioneer in cost-benefit analysis.” For Econometrica, Mr. Prunella recently directed regulatory analyses on behalf of the Department of Transportation’s Federal Motor Carrier Safety Administration and Pipeline and Hazardous Materials Safety Administration, as well as the U.S. Department of Homeland Security’s Division of Immigration and Customs Enforcement. Mr. Prunella has directed or prepared hundreds of market profiles, regulatory assessments, cost-benefits analyses and/or program evaluations for agencies throughout the Federal Government, including the Occupational Safety and Health Administration, the U.S. Coast Guard, and the Corporation for National and Community Service. Project teams, under his leadership and participation, have worked closely with government representatives during the rulemaking process, from the earliest stages of advanced notices of proposed rules to final rules development. As the ultimate authority on economic matters at CPSC, Mr. Prunella was instrumental in the development of the cost-benefit methodologies used by the Agency. He served on the Regulatory Working Group, which brought the President’s Council of Economic Advisers, the Office of Management and Budget, and regulatory agencies together to address issues related to analysis and risk assessment procedures. Mr. Prunella received a B.A. in Economics from the State University of New York at Buffalo, and he holds an M.A. in Economics, while also completing all coursework towards a Ph.D. in Economics from Northwestern University.
