She was Management Operations Officer for the Office of Field Policy and Management (FPM) at the U.S. Department of Housing and Urban Development (HUD); Senior Economist in HUD’s Office of Policy Development and Research (PD&R); and Industry Economist at the U.S. Food and Drug Administration (FDA), where she developed industry impact statements in support of agency regulatory actions. At FPM, she provided guidance on management policy issues, directed the Resource Estimation and Allocation Process (REAP), directed the Office’s Quality Management Reviews (QMR), and prepared the Annual Management Plans for the Field Offices. Her experience in PD&R included designing and conducting large-scale evaluations of numerous housing and community development programs. She served as the Government Technical Representative on large-scale, geographically diverse, multiyear contracts dealing with fair-lending, housing for the special needs population, and low-income housing. At Econometrica, Ms. Prunella has developed regulatory analyses on behalf of two U.S. Department of Transportation (DOT) agencies—the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS) and the Federal Motor Carrier Safety Administration (FMCSA). These include Economic Impact, Regulatory Flexibility, Paperwork Reduction, and Environmental Analyses. For OPS, Ms Prunella conducted regulatory analyses related to: control room management/human factors; low-stress hazardous liquid pipelines, maximum allowable operating pressure; and the Distribution Integrity Management Program. She also prepared Supporting Statements to renew data collection activities for excess flow valves, abandoned pipelines, qualification of pipeline safety/training, among other topics. For FMCSA, she conducted regulatory analyses related to: electronic on-board recorders, new entrants, and pre-employment screening. Ms. Prunella holds a B.A. in Economics from Manhattanville College and an M.A. in Economics from Northwestern University.
