He has extensive experience in the development and use of census data to support formula grant allocations for distressed area designations. He has participated in and managed the acquisition of national census data to support urban area statistical studies and local area analysis of affordable housing needs. He developed the requirements for and managed the development and evaluation of computer systems to support program monitoring and evaluation in Community, Planning and Development within the U.S. Department of Housing and Urban Development (HUD). On behalf of HUD, Mr. Nagoski recently participated in Econometrica's analysis of how Community Development Block Grant (CDBG) grantees are enlisting, managing, and assessing the work of subrecipient grantees to ensure that community development programs are being implemented effectively.
