OUR STAFF

James Moser, Ph.D.

Dr. Moser has more than 24 years of experience in health economics research, policy analysis, program evaluation, and management. His expertise includes detailed knowledge of Medicare provider payment policies, health care surveys, health system statistics, relevant administrative databases, and public policy issues affecting physicians. Along with holding a previous management position at the American Medical Association, he has an extensive background in developing, managing, and executing quantitative research projects, including several conducted on behalf of the Centers for Medicare and Medicaid Services, the Agency for Healthcare Quality and Research, and the Health Resources and Services Administration.

Dr. Moser played a major role in directing research regarding the health care experiences of Medicare beneficiaries enrolled in Medicare managed care (MMC) plans, using an enrollee survey that was adapted from the Consumer Assessment of Health Plans Study (CAHPS), the Government benchmark. He served as Project Director on multiple assignments that included: an evaluation of a demonstration of alternative payment approaches; the implementation of a Medicare Global Payment Demonstration for selected surgical procedures; and a study about how best to report hospital performance to the public. He has published articles in peer-reviewed journals at the culmination of numerous key studies.

Dr. Moser holds Bachelor's, Master's, and doctoral degrees in Economics (with concentrations in labor economics, industrial organization, and econometrics) from the University of California, Los Angeles.
