He has developed economic impact analyses, statistical risk assessments, and econometric studies for regulatory proceedings, litigation, peer-reviewed journal articles, research institutes, trade associations, and internal use by corporate and government clients. He has published and presented testimony and other expert analysis on issues relating to the digital economy and Internet use, telecommunications, health care, electricity, environmental regulation, and health and safety issues associated with consumer and business products, occupational hazards, food, drugs, medical devices, and pesticides. Mr. McGonegal's prior work as the president and principal analyst for Independent Analysis, Inc. encompassed projects in electricity markets and conservation, trends in the Internet and telecommunications sectors, workplace safety, and health care quality assurance. His previous consulting experience also includes serving as a senior research associate for Heiden Associates, a Washington, DC consulting firm specializing in providing microeconomic and statistical analysis for litigation support and regulatory proceedings, and as an independent contractor to Kleinfeld, Kaplan & Becker, Resources for the Future, and the Small Business Administration's Office of Advocacy. He has presented the results of his research and analysis in regulatory proceedings before the Environmental Protection Agency, the Occupational Safety and Health Administration, and National Electrical Code Panel 11. Mr. McGonegal assists Econometrica with projects related to regulatory impact analysis, statistical risk assessment, survey design and administration, statistical evaluation of programs and proposals, and development and maintenance of information and databases for regulatory proceedings. Mr. McGonegal graduated magna cum laude with a B.A. in Political Science from Duke University and completed all of the requirements for Ph.D. candidacy in Economics at the University of Maryland. While at Maryland, he received four departmental awards for teaching excellence.
