Thomas Kelley

Mr. Kelley has more than 12 years of consulting experience related to improving the customer business process, with 7 years of additional experience in corporate banking and mortgage finance. For senior managers in both private and public entities, Mr. Kelley has analyzed and reengineered processes, assisted in the implementation of quality assurance practices, and developed e-business components. His comprehensive approach begins with assessing business requirements; from there, he develops “benchmarking” to measure progress, trains clients, and provides technical liaison throughout the transition.

For Econometrica, Mr. Kelly currently serves at the U.S. Department of Housing and Urban Development (HUD), Office of Public and Indian Housing, where he provides quality assurance management for its Financial Assessment Subsystem (FASS). He is analyzing the electronic financial statements submitted by affiliated housing authorities and advising the Department about the extent to which submissions comply with Federal requirements. Also for Econometrica, Mr. Kelley recently worked on an assessment of HUD’s Housing Choice Voucher program, which assists very low-income families, the elderly, and persons with disabilities obtain proper, affordable housing in the private market. Mr. Kelley received a B.A. in Economics from Rutgers University and an M.B.A., with concentrations in Finance and Accounting, from the University of Chicago.
