Chris D. Holleyman

Mr. Holleyman has more than 15 years of experience in economic analysis, economic modeling, regulatory analysis, and software development for a variety of public-sector clients that include these Federal agencies: U.S. Department of Homeland Security, Department of Energy, Environment Protection Agency, Federal Highway Administration, Corporation for National and Community Service, National Institute for Standards and Technology, Small Business Administration, Nuclear Regulatory Commission, U.S. Army Corps of Engineers, and the Minerals Management Service of the Department of the Interior.

Across several States, Mr. Holleyman has worked on projects for the California Energy Commission, the California Air Resources Board, the Delaware Department of Natural Resources and Environmental Control, the Delaware National Guard, and the City of Virginia Beach.

Mr. Holleyman’s areas of expertise include economic valuation and cost-benefit studies, cost-effectiveness analyses, economic impact studies, statistical analyses, regression and forecasting, and database development. Mr. Holleyman has implemented hedonic models, logit models, and other nonlinear estimation procedures to support infrastructure and public investment decisions. He has significant experience utilizing the IMPLAN input-output model to evaluate the impact of an economic stimulus on a regional economy. Among the models he has developed are spreadsheet and database applications with graphical user interfaces, as well as optimization models based on linear or nonlinear programming algorithms. Mr. Holleyman has used the industry-standard ArcView Geographic Information System (GIS) software on a number of different projects to analyze subjects such as transportation systems, hurricane mitigation measures, and industry clusters.

Mr. Holleyman received a B.A. degree in Sociology from Oklahoma State University and an M.A. in Economics from American University.
