OUR STAFF

Richard Hilton

Dr. Hilton has over 25 years of experience providing professional support services to clients in the public and private sectors. His primary areas of expertise are survey research design and implementation, program evaluations (including studies that meet OMB PART requirements), qualitative research methods, training design and implementation, and group facilitation. He has directed projects for eight Federal Government departments, including the Department of Energy, Department of Labor, Department of Agriculture, Department of Defense, Department of Veterans Affairs, Department of Transportation, and Department of Housing and Urban Development. Dr. Hilton has extensive hands-on experience at all levels of Federal program implementation, having worked with Federal, State, and local staff in more than 300 communities in 41 States. He has also directed numerous national survey research projects, including the landmark Survey of Disabled Veterans and Survey of Medical System Users conducted for the Department of Veterans Affairs. He received a B.A. degree in Political Science from the University of Southern California in 1969, an M.A. in Philosophy from USC in 1971, and a Ph.D. in Economic History from the University of Michigan at Ann Arbor in 1977.
