OUR STAFF

Richard Hilton, Ph.D.

Dr. Hilton has more than 25 years of experience providing professional support services to public- and private-sector clients. Dr. Hilton’s primary areas of expertise are survey research design and implementation, program evaluation, qualitative research methodology, training design and implementation, and group facilitation. He has directed projects for the U.S. Departments of Agriculture, Defense, Health and Human Services, Housing and Urban Development, Transportation, and Veterans Affairs, among others. Dr. Hilton has extensive “hands-on” experience at all levels of program implementation, having worked with Federal, State, and local staff in more than 300 communities.

Besides completing a recent task order on behalf of the Agency for Healthcare Research and Quality to create a national framework for quality measurement, he currently serves as a Senior Researcher to develop an inventory of health care data collection initiatives to inform practitioners, policymakers, and the public. The latter contract includes two new phases: (1) inventorying currently available “all-payer, all-claims” data tools to develop a standardized toolset; and (2) cataloguing and analyzing quality measures related to government-sponsored health care programs for children, pursuant to recent legislation.

Dr. Hilton also led the evaluation of the Maritime Security Program for the Maritime Administration, to determine whether this merchant vessel program had a positive effect on the U.S. flag presence in international waters, the availability of U.S. flag vessels during war or emergency, and the number of American crewmembers employed in the maritime industry. He also served as a senior researcher on the first independent assessment of the Department of Housing and Urban Development’s Indian Community Development Block Grant program. Dr. Hilton has previously conducted technical training for the Department of Labor’s Management Training Academy, and he provided technical assistance to the Department of Energy and the National Institute on Drug Abuse. Dr. Hilton holds a B.A. in Political Science and an M.A. in Philosophy from the University of Southern California and a Ph.D. in Economic History from the University of Michigan.
