Chuck Hanson

For more than 20 years, Mr. Hanson has been supporting government agencies by performing budget and policy analyses, directing management and program assessments, and providing technical assistance in a variety of substantive areas. His career has spanned both the Federal executive and legislative branches, as well as private-sector consulting for government and commercial clients. His experience covers a wide range of subject matter, including specific expertise in financial analysis, operational assessment, program and policy development, program evaluations, financial management, budget planning and presentation, Federal credit reform, performance measurement (PART requirements), and managing studies that involve extensive data collection. 

Mr. Hanson has performed two roles while at Econometrica—first, in business development, then, in project management. Mr. Hanson identifies and responds to business opportunities and develops strategic partnerships with other companies and subject area consultants.

Since joining Econometrica, Mr. Hanson has served as Project Manager on over 10 projects. For example, he recently served as the day-to-day project manager in conducting an “Evaluation of the Medicare Recovery Audit Contractor (RAC) Demonstration” on behalf of the Centers for Medicare and Medicaid Services. This work to support efforts to recover overpayments made by CMS to providers involved extensive analysis of paid-claims data records.  Mr. Hanson has also managed an impact assessment of the Maritime Security Program for the U.S. Maritime Administration, evaluating the program’s impact on the U.S. flag presence on international commercial shipping, among other indicators. 

Through an assignment for the State of Hawaii’s Department of Hawaiian Home Lands, Mr. Hanson conducted a detailed analysis of its $200-million mortgage portfolio and advised the agency on a series of actions to resolve problem loans and reduce mortgage delinquencies.

Mr. Hanson has extensive experience supporting the U.S. Department of Housing and Urban Development on a variety of issues related to housing and economic development, including providing technical assistance to support the transition of the Housing Authority of New Orleans to project-based budgeting and asset management, and performing evaluations of the Indian Community Development Block Grant program, the Mark-to-Market restructuring program and, most recently, an evaluation of the Section 108 Loan Guarantee program. 

Prior to joining Econometrica, Mr. Hanson held positions with the U.S. Office of Management and Budget, the Urban Institute, and the U.S. Senate Budget Committee, as well as with several small firms providing advisory services to the Federal government. Mr. Hanson holds a B.S. in Mathematics from the University of Oregon and a Master of Public Policy from the University of Michigan.
