OUR STAFF

Robert Gray

Mr. Gray has 38 years of experience in policy analysis, organizational assessment, and research management that includes an extensive background in program design and evaluation of Federal program performance.  He also has extensive experience in the design, development, and use of administrative data to support research, evaluation, and monitoring.

While employed with the U.S. Department of Housing and Urban Development (HUD), Mr. Gray played a key role in developing data systems to describe characteristics of HUD program participants, contributing to improved program and financial management control. Mr. Gray also developed a research database system at HUD to integrate administrative data from multiple program systems, providing longitudinal data to support research, program management, and development of reports to the U.S. Congress. Mr. Gray also provided management direction for a large-scale, 3-year resident assessment and customer satisfaction survey for the Housing Choice Voucher program. In 2009, he was part of the Econometrica team that conducted an evaluation of the Maritime Security Program for the Maritime Administration, U.S. Department of Transportation.

Mr. Gray holds a B.A. in Economics from the University of Maryland and an M.A in Economics from the University of New Mexico.
