Eggers, Ph.D.Dr. Eggers has more than 35 years of research and evaluation experience in both the public and private sectors, including serving as the Deputy Assistant Secretary for Economic Affairs in the U.S. Department of Housing and Urban Development (HUD). During his tenure, Dr. Eggers was responsible for the development of the President’s National Urban Policy Report, which analyzed job growth, poverty, unemployment, crime, and related economic conditions in American cities. He provides Econometrica’s clients with extensive expertise in housing, urban, and tax policy, along with management-level experience in large-scale data collection, statistical studies and demographics, analysis of mortgage finance data, and cost-benefit analyses. Dr. Eggers was the Project Manager on several contracts to support HUD’s American Housing Survey, a biannual survey of over 60,000 households that is the primary source of information on U.S. housing conditions. He recently drafted a series of special reports, focusing on housing inventory changes in key metropolitan areas. An acknowledged expert on the U.S. Census Bureau’s American Community Survey, Dr. Eggers also developed a Community Needs Index, a tool that enables HUD to compare and track the progress of cities in meeting community needs. Previously, Dr. Eggers was a technical reviewer for a study of multifamily housing property owners who opted “in” or “out” of HUD assistance programs. Dr. Eggers holds a B.A. in Mathematics from Rice University and a Ph.D. in Economics from the University of North Carolina at Chapel Hill.
