Using her extensive knowledge of legislative and regulatory processes, she has mobilized a broad range of constituencies for initiatives in energy, transportation, environment, and agriculture, often serving as a subject matter expert or coalition group leader. She has written extensively on technical matters, provided presentations to U.S. congressional committees and Federal officials, and composed speeches for senior leadership. Before her current assignment as a senior-level communications advisor to the Office of Research and Analysis at the Federal Motor Carrier Safety Administration, she was the Director of Public and Intergovernmental Affairs for the Federal Energy Regulatory Commission. Ms. Chapman graduated from Morse Business College, studied business and psychology at two universities; as a Supervisory Public Affairs Specialist, she meets Government work and education requirements equivalent to a Ph.D level.
