Cyrus Baghelai, President/CEO

Mr. Baghelai has more than 30 years of research experience, managing and conducting large analytical studies. Many of these studies have involved developing and applying microeconomic theories, econometrics, operations research, statistical methods, and mathematical techniques.

Mr. Baghelai offers government and private-sector clients the leadership needed to perform independent economic analyses, program evaluations, organizational assessments, statistical analyses, and risk assessments. He has participated in multitask contracts supporting major agencies, including these U.S. Departments: Health and Human Services, Housing and Urban Development (HUD), Energy, Labor, Transportation, and Veterans Affairs. He has also led projects to assist the work of the Small Business Administration; the Corporation for National and Community Service, a public-private partnership; and the Millennium Challenge Corporation, a global initiative.

Mr. Baghelai has led a full spectrum of projects, from studying the cost-benefit, environmental, and other impacts of proposed Federal regulations to providing technical assistance for pilot programs and program implementation. Other projects have involved providing associated services, such as market studies, data collection, survey administration, software programming, program monitoring, training, and public communications.

Mr. Baghelai built Econometrica by recruiting a staff of professionals with the talents and expertise to meet the needs of diverse clients. As a result, Econometrica was named to the “Hot 500” list of companies by Entrepreneur Magazine in 2006.

Mr. Baghelai holds a B.S. in Economics from the National University, an M.S. in Economics from the University of Southern California, and an M.S. in Operations Research and Industrial Engineering from the Illinois Institute of Technology.
