Statistical, analytical and technical support
Federal Motor Carrier Safety Administration

Under this contract with the U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA), Econometrica assists FMCSA in several ways, including designing statistically valid survey samples; designing, reviewing and performing analytical studies; creating, writing and producing statistical reports; and responding to specific data queries using the DOT and other databases available to the organization. The goal of the contract is to provide statistical, analytical, and other technical support to FMCSA analysis programs, using a team of statistical analysts and additional specialized personnel as required by FMCSA.

Three tasks areas are performed concurrently: (1) Data Retrieval and Reporting: Extract, analyze, and interpret information from DOT and related traffic safety databases as required to satisfy recurring and ad hoc information requests. Prepare technical descriptions and displays of the data in a manner understandable to the appropriate audience. Prepare camera-ready, formatted documents suitable for printing, including the annual Large Truck Crash Profile and Large Truck Crash Overview and the periodic MCSAFE newsletter. (2) Analytical Support: Provide study design, planning and statistical methodology advice; analyze data and produce reports for regular, ongoing analysis programs and special projects; review documents for statistical soundness and methodological implications. Ongoing analysis projects include the biannual National Fleet Safety Survey, the periodic Bus Fleet Survey, the annual MIS Drug and Alcohol Survey, and customer satisfaction surveys. This task includes developing data entry software and edits, modification of sample design and estimation procedures, creating databases, estimating sample weights and variances, and data analyses. (3) Regulatory Evaluation Support: Conduct regulatory evaluations of major FMCSA rules and perform cost-benefit evaluations, small business analyses, and other evaluations as required by relevant statutes, executive orders, and FMCSA policy guidelines. (4) Program Support: Produce ongoing and ad hoc management reports and presentations, including strategic planning and mission documents.
