Evaluation of site placement and expansion of regional campuses
National Civilian Community Corps

The AmeriCorps*National Civilian Community Corps (NCCC) is one of several service programs administered and managed by the Corporation for National and Community Service (CNCS). NCCC is a 10-month, full-time, residential service program for persons between ages 18 and 24 to serve communities through nonprofit organizations and government entities throughout the United States. NCCC members currently are organized by teams based at five regional campuses located in California, Colorado, Maryland, South Carolina, and Washington, D.C. During their service period, NCCC members spend a significant amount of time off campus providing services to states throughout the region, living temporarily in schools or other facilities provided by the community. Many NCCC members also participate in disaster relief efforts such as hurricane and flood relief or fighting wildfires.

On behalf of CNCS, Econometrica is evaluating the site placement of NCCC regional campuses and the expansion of new sites to improve the program’s ability to meet the nation’s disaster and public safety needs. Key factors guiding our evaluation include (i) the relationship between the regional structure of NCCC’s residential campuses and the national coverage required to meet the needs of communities for disaster relief and public safety; (ii) the costs of operating the NCCC program, including the private and community resources leveraged by the program; and (iii) the extent to which NCCC is accomplishing its mission and purposes and whether it can do so with greater efficiency and economy. Our methodology includes examining the regional campus structure, operations and management, legislation, budgets, program administrative records, performance information, and other data needed to accomplish the purposes of the evaluation.
