Office of Public and Indian Housing

The Office of Public and Indian Housing (PIH) has the responsibility for administering and managing a range of programs authorized and funded by Congress under the basic provisions of the U.S. Housing Act of 1937, as amended to provide public housing and rental assistance for several million families. The majority of assistance is provided to individuals and families through some 4,300 Public Housing Agencies (PHAs). In addition, the Office of Native American Programs (ONAP) provides support for the provision of safe, sanitary, and affordable housing for Indian families through the improved management of Indian Housing grantees. The goal of this contract is to provide general technical assistance to HUD offices and staff for program analysis or support services, in the areas of technical writing, process or workload analysis, policy analysis, program implementation planning or development of training materials and presentations, among others.

The work to be performed under this contract is anticipated to take many forms with the majority of projects in the following areas: (1) Program Administration: Public Housing rules, regulations, and implementation (generalist); Public Housing Capital Fund rules, regulations, and implementation (generalist); Public Housing Mixed Finance rules, regulations, and implementation (generalist); program management; procurement and contracting; asset management; Public/Private Partnerships; and Operating Subsidy. (2) Program Management: Program Analysis and Support; Business Process Analysis/Reengineering. (3) Policy Assistance and Program Support: Conduct management analyses, including feasibility analyses on new or potential legislative initiatives, support in the implementation of such initiatives, and evaluation of the effectiveness of program organizations, processes, or implementation.The range of services will consist of: a resource center to serve as a clearinghouse to provide HUD staff on various aspects of the public and Indian housing program; including reports, program assessments, responses to routine inquiries, guidebooks, and videos; organizing and managing conferences and other training and technical assistance activities; organizing and managing the collection of information, including quick-turnaround surveys; provision of assistance in the tracking of activities, project status, travel schedules, funding status, submissions of evaluations or trip reports, etc.; preparation of documents on specific suggested objectives for Public Indian Housing (PIH) and its program, including a frame of reference for the suggested objective, anticipated outcomes and benefits to PIH or its program participants, alternative means of achieving these objectives, and an estimate of resources required to realize the benefits. (4) Other Services and Activities: These activities include: technical writing/editing services for handbooks, guidebooks, reports, notices, and other documents used by PIH to accomplish its overall operations; and a broad range of other service requests, such as training, seminar, and conference support and implementation.
