The Quality Control (QC) for Rental Assistance Subsidy Determinations system is the error-measurement component of HUD’s effort to reduce subsidy overpayments. The QC process involves drawing a national sample of all public housing and Section 8 tenant files every 2 years. Currently, the QC income and rent determinations are compared with the program-sponsor figures and Internal Revenue Service/Social Security Administration income matches.

Econometrica is working with HUD to expand the QC program by comparing public and assisted-housing-related employment and income data with the Department of Health and Human Service’s (HHS) National Directory of New Hires database. This HHS database provides data on all newly hired employees, quarterly wage reports, and unemployment insurance claims filed in the United States.
