Support for Katrina Disaster Housing Assistance
Program
Office of Public and Indian Housing
Econometrica is assisting HUD’s Office of Public and Indian Housing
(PIH) with support services related to the flood victims of Hurricane
Katrina. HUD received a mission assignment and funding from the Federal
Emergency Management Agency (FEMA) to provide urgently needed short-term
housing to flood victims under the Katrina Disaster Housing Assistance
Program (KDHAP). Econometrica is providing support services that will
facilitate HUD’s ability to implement and sustain an effective
response to this need, including process development and documentation,
funds control, quality assurance, and operational implementation support.
Econometrica’s specific responsibilities under this contract include
the following:
•
Document all aspects of the KDHAP program.
• Assist with reconciliations of advances versus actuals.
• Review data for trending, analysis, and identification of potentially
eligible households.
• Transmit and process the Consolidated Katrina Disaster Contributions
Contract and conduct other outreach to Public Housing Authorities (PHAs)
on the KDHAP process.
• Assist with the FEMA/HUD database validation to include missing families
such as PRACS, 202, 811, missing 50058s for PHAs, etc.
• Develop a process for eligible families not in the HUD/FEMA database.
• Develop a process for eliminating ineligible families (i.e., in affected
areas however units not affected).
• Develop a process for identifying double or triple payments (FEMA cash
to family, KDHAP benefits, and benefits provided through states, non-profits,
etc.).
• Follow up on KDHAP forms for completeness and accuracy.
• Update funds control plan as necessary.
• Assist in the final development of the Front End Risk Assessment (FERA).
• Support the development of business requirements, processes, and quality
assurance support to implement and improve KDHAP processes and systems.
• Provide administrative support as needed for Headquarters.
• Support marketing efforts, such as directing postcard mailings or automated
telephone calling, to inform potentially eligible households about the
KDHAP program.
