Study and guidance on the oversight of subrecipients by CDBG grantees

The Community Development Block Grant (CDBG) program is one of HUD’s largest and most flexible sources of community-focused funding. It enables communities across the country to undertake a wide array of housing, economic development, community development, and public-services projects. Many CDBG grantees look to nonprofit organizations, along with other public organizations, to implement and mange their CDBG activities. These organizations are known as “subrecipients.”

Econometrica, in partnership with the Urban Institute and ICF Consulting, is providing HUD with guidance on how CDBG grantee agencies are enlisting, managing, and assessing the work of subrecipients to ensure that community development programs are being implemented effectively, and how the legal and financial integrity of community development programs that are carried out by subrecipients can best be maintained.
