Econometrica performed a regulatory analysis of requirements under the Maritime Transportation Security Act (MTSA) of 2002, including a cost-benefit analysis and a regulatory flexibility analysis of the impact that the requirements are having on certain parts of industry and other affected parties. The study, which included informational discussions with a group of affected entities, will help the PSO develop and evaluate future regulatory policies based on sound technical data. The analysis addressed issues required to be covered by Executive Order 12866 and other executive orders, followed the guidance of the Office of Management and Budget (OMB) as presented in Circular A-4, and provided the assessments required by the Regulatory Flexibility Act.
