Econometrica is performing an ex post regulatory analysis of the set of requirements under the Maritime Transportation Security Act (MTSA) of 2002. Our ex post regulatory analysis includes a cost-benefit analysis and a regulatory flexibility analysis of the impact that the requirements are having on certain parts of industry and other affected parties. The study will include informational discussions with a group of affected entities, and will help the PSO develop and evaluate future regulatory policies based on sound technical data. The analysis will address issues required to be covered by Executive Order 12866 and other executive orders, will follow the guidance of the Office of Management and Budget (OMB) as presented in Circular A-4, and will provide the assessments required by the Regulatory Flexibility Act.
