Market study of oil spill removal services industry
U.S. Coast Guard

Econometrica is assisting the U.S. Coast Guard by producing an in-depth market study that analyzes the current oil spill removal services industry. The Coast Guard will use our study as the foundation for future Coast Guard legislative responses and regulatory analyses. Our work will assist the Coast Guard in its compliance with Executive Order 12866, Regulatory Planning and Review, and the Regulatory Flexibility Act, 5 U.S.C. 601-612. Specifically, the Oil Pollution Act of 1990 required the Coast Guard to promulgate oil spill prevention and mitigation rules, and those rules required the maritime industry to preposition, retain, and certify that the industry has access to oil spill removal equipment and services. The Coast Guard’s rules also permitted the establishment of Oil Spill Removal Organizations (OSROs) to provide the necessary equipment and services to industry.

Our assessment of the market will contain a documented profile of the oil removal services industry, including but not limited to: how many firms, how many contractors and how they operate, industry concentration, location of operations, identification of customers, price structure, retainer fees, and any other characteristics deemed necessary for a complete market study.
