Editorial and publication support for SMD analysis report

In 2003, Congress directed the U.S. Department of Energy (DOE) to prepare an analysis of the costs and benefits of the July 31, 2002, proposal by the Federal Energy Regulatory Commission (FERC) to establish by rule a Standard Market Design (SMD) pertaining to most of the Nation’s wholesale electricity markets. Under a purchase order contract with the U.S. Department of Energy's Lawrence Berkeley National Laboratory, Econometrica provided the following support for the analysis report by the Department's Office of Policy and International Affairs: process and format draft versions of the analysis for review and for the final report; edit the text to ensure the use of proper terminology and language, the logical flow of complex descriptions, and compliance with current DOE publication standards and directives; ensure consistency among text, graphics, and tables; and perform a general editorial review. Drafts were prepared for review with edited text, graphs, and tables; revised drafts were prepared in response to comments from the review process; and a final publication-quality report was prepared for printing and for electronic dissemination (PDF format).
