Improvement in process and production of annual reports
Energy Information Administration

Under this contract with the U.S. Department of Energy/Energy Information Administration (EIA), Econometrica provides assistance and support to EIA's Office of Integrated Analysis and Forecasting (OIAF) in its ongoing efforts to improve the process by which its annual reporting requirements are fulfilled. OIAF is responsible for the development, maintenance, and use of the National Energy Modeling System (NEMS) and the development of midterm projections of domestic and international energy markets, published each year in the Annual Energy Outlook and the International Energy Outlook . OIAF also provides analyses of current energy and environmental issues and their potential impacts on energy markets, which frequently are published as EIA Service Reports. In addition, OIAF has responsibility for developing the reporting framework for the Voluntary Reporting of Greenhouse Gas Emissions Program and for preparing an annual inventory of estimated U.S. national level greenhouse gas emissions.

The objectives of this contract include enhancing the productivity of OIAF staff and contractors through process improvements in the production of required public reports and reducing the cycle time required for the data integration and presentation, text editing and formatting, and printing preparation steps of the annual publication process. The work to be performed includes maximizing efficient work flows and minimizing turnaround times for the three process steps (data integration and presentation, text editing and formatting, printing preparation) for reports produced in the 2002-2003, 2003-2004, and 2004-2005 reporting cycles.
